Project Elohim is a branch of the Office of Special Research, part of the Human Factors Division, under the Directorate for Science and Technology, a department within the United States Department of Homeland Security. Its task is twofold: to promote and perform research into extra-normal phenomena, and to assemble and train Entities of Interest (people with superhuman abilities) to provide assistance to law enforcement agencies.

The Project was founded shortly after the creation of the DHS. Funding comes from the DHS budget and from private donations. The Project’s elaborate headquarters and training facility in Mojave, California was built using money from patents on non-military technology created by the Project’s Director of Technology and Research, Mr. Smith.

The Project is overseen by an executive board comprised of EOIs:
